The google groups link answered the question. I had searched google, technet and many other resources without avail. I didn't check Google Groups, however.
And in terms of your first answer (the link here at KU), not only did I know about this link but I also sit in the group that CREATED that page. I'd rather my users be able to sit down, log in, and begin working rather than have to spend time configuring their machines... a sentiment echoed by my users. I can incorporate the setting it into my Office install, push it to my workstations, and my users never have to even know about it.
