Yes, they are undeliverables to the original address.  And yes its the IIS
badmail folder.

I understand that they are NDR's going back to spammers and wont deliver,
and i probably wouldnt care since its all spam, but its bugs me that it
doesnt deliver in the first place since the email addresses are good.  Seems
weird.

Messages are normally dumped into Badmail if they are NDRs themselves and
cannot be bounced back to the original sender. This can easily happen with
all the spam flying around.

When you are saying that the messages that you are seeing were sent to the
correct addresses, are they the very original messages that were sent to
correct addresses or are they NDRs that are trying to go to the correct
addresses?

hello

I recently moved my gateway smtp to IIS 6, and now i am seeing emails stack
up in the badmail folder saying "the email account does not exist at the
organization this message was sent to", yet the email address is valid. Also
90% of other emails get through just fine, also so far all these emails seem
to be spam.

No apparent eventid's, smtp logs show the connections comming into IIS.

Is there some other reason these are not delivering?

exch mailbox <--> exchange smtp <--> PIX <--> IIS6 <--> internet

any insight is appreciated.
