Note that Outlook XP users will get their DC and GC services from a domain controller referred to them by the Exchange server, so it will generally be one that is in the same site as the Exchange server (unless things are messed up). You can change this behavior, but it's kind of a pain. What is the network like between the VPN point and Exchange and then the DCs? Are your DCs overloaded?
