Permissions to a mailbox are assigned in three ways.

1.  Through Exchange Administrator (be sure you have Tools > Options >
Permissions > Show Permissions page for all objects set).  Authorized users
will have User role.

2.  Through Outlook assigning explicit permissions on folders.  Right-click
a folder and selct Properties, and grant permissions there.  Note that if
you want to open a mailbox as an alternate mailbox in an Outlook profile,
you must give them "read" permission on the root mailbox folder (a.k.a.
Outlook Today).

3.  Through Outlook assigning delegate rights.  This automates the previous
option somewhat, making it easier for users to sensibly assign permissions.

Having said that, not having access to your system, I cannot tell you why
some can and some can't get access.

WARNING!  It is bad form, and a gaping security hole, to give any user, even
an administrator, service account admin role.

Is there a way to assign mailbox rights in 5.5?  I have a resource mailbox
that 10 users connect to.  8 users who logon as themselves and open a
profile with the resource mailbox setup as the primary and their personal as
an added mailbox.  Authenication is set to NT authenication.  The resource
mailbox's primary NT account is a account created for the mailbox.  I do not
know how they are able to connect.  2 newer users need to authenicate to the
resouce mailbox with the primary NT account creditials.  The 8 users do not
have any service account admin permissions.  The 2 users should be the norm.
I can't figure out how the
8 users are connecting to the resource mailbox.
