Set the cost of the "*" address space on the secondary Internet Mail Service higher than the primary and it will act as a backup. Be aware, however, that the value of this is limited in that if the Exchange server hosting the primary IMS is up but its IMS is down, other servers will continue to route mail to it and it will queue until the IMS is up. This redundancy is only effective if the entire server is down.
