Exchange 5.5 server with SP4
OS on mail server - NT 4.0 SP 6a 
Client OS : Outlook 2000

I have a user who needs to send emails with 36 different aliases that
currently don't exist on the mail server as mailboxes. For instance,
consider this scenario : Our organization has 36 different chapters and each
chapter has email to send to it's respective chapter members. We would like
to make it look like the "NCC Chapter" sent the email or the "Washington DC
Chapter" sent the email to its members. 
The only way I can see doing this is by creating distribution lists for each
one of these chapters on my mail server and giving the one user who needs to
send emails using the aliases, the "SEND AS" permission on each of these
DL's.
Also, I would like to have all of these 36 DL's invisible to the GAL.
I tried to use the "HIDE FROM GLOBAL ADDRESS BOOK" option on the DL's but if
I do so, then the user gets the following error when trying to send email as
the DL:
"You do not have the permission to send the message on behalf of this user"
It only works if I enable the view in the GAL.
Please advise how I can best achieve this challenging task.
