First, you need to check that you have enabled the Filter. Not only do you have to configure the settings under Global\Message Delivery\Connection Filtering, but you ALSO have to enable the filter on the SMTP Virtual Server. VS properties, Advanced, Edit, tick the box to enable the Connection Filter. Have you done that? If not, the filter isn't actually enabled.
