I've used PFDAVADMIN many times to successfully export/import
permissions on public folders.  Don't know why it wouldn't be working
for you.  Anyone else used pfdavadmin for this?

I dont believe PFadmin can do the second part.
I have also tried pfdavadmin but importing the permissions back in did 
nothing for me unfortunately.

A third party tool perhaps?
