On the properties of the Org object, do you have "Display Administrative Groups" checked?

I set up a test lab duplicating our 5.5 site. We have one ou which has 5 sites attached. I installed the first OS 2003 and Exchange 2003 in the first site following the Exdeploy instruction and all when well. I got to see all 5 administrative groups. Move all the 5.5 data in the first site as per post installation instruction. Removed the 5.5 server in the site and still all went well. Install the new OS 2003 and Exchange 2003 in the same site so we could move back and keep the same name. In the live system we installed the first server just as in the lab and had the 5 administrative groups, Moved the data from the site's 5.5 server and still had the groups that has the other 5.5 servers. After the removal and upgrade of the old 5.5 server when using system manager there is only one Administrative and it is for the site we just changed.
