You want to minimize downtime? Buy the most internally redundant system you can, like an HP ProLiant DL580 or DL760, fully populated with hot-swappable and redundant components, install Windows and Exchange per all applicable best practices, then leave it alone.
Now, if you're talking about multiple-site redundancy, where you can get up and running rapdly if the datacenter falls off into the ocean, you can do that only with a very expensive SAN and WAN infrastructure in place. I really doubt that the expense is anywhere worth the benefit unless you already have a site-mirroring infrastructure in place for other important applications. With all that said, what is available (either hardware, software or both) on the market that can radically minimize the downtime of an Exchange 2003 Mail Server. My top preference, would be to mirror the server, or at least have a real-time copy of the mail store, so one could get back up and running ASAP.
