I think what they are saying is that since Exchange's database is just so
wonderful and get's so large that it needs to be defraged more frequently
costing the company money for employee time and increased storage while the
database is growing.  Whereas with PST files there is minimal amounts of IT
overhead to perform maintenance and no extra cost associated with storage as
long as the user keeps in the local machine(which most don't)
