There's a sample disclaimer in the Exchange SDK I believe, and plenty of
companies which make 3rd party products (e.g. www.exclaimer.co.uk).
You'll want to keep using hotmail for subscribing to this list though
cause once you insert that into a message, this mailing list will reject
all your messages.

Subject: Custom HTML e-mails through Exchange 2000

Hi, I need to be able to automatically insert a company logo and
disclaimer to all e-mails that go through my exchange server. I have
looked in to how to do this but can't seem to find anything, can anyone
please advise on how to do this / suggest any plug-ins/apps/add-ons.

Thanks in advance.
