The STM file was called the "streaming media store" at one point in time. It was implemented as part of the performance increases in Exchange 2000 in conjunction with switching over to IIS SMTP. Message content is streamed directly to the file system on receipt and then just the file handles are passed around through the routing engine of Exchange.
