Are you using Outlook 2003? If you are, are you using Cached mode? If this is the case, Outlook 2003 cached mode uses the Offline Address Book instead of the Global Address list (relax, they are the same thing). The key here is that Exchange by default only rebuilds the offline Address Book once per day. If Outlook is set to DL full details, it won't show up until the next day after the user account has been created.
As Andrey suggested, have you previewd the Global Address List from within Exchange System Manager? Does the user show up there?
