If you are still using Win95/98/ME (and to some limited extent Win2000/XP)
you can use the Policy Editor (poledit.exe) to specify EXACTLY what programs
are allowed and what programs are not allowed to execute.

I believe that you need WinXP and Win2K3. But you can configure Software
Restriction Policies to make it so only the applications you allow are
launchable.

Configure GPOs in Active Directory.  Googling in general or on Microsoft's
website should provide a wealth of resources on those keywords.
