Other than asking your users to manually recover all of their deleted items
before their mailboxes are moved, I believe Exmerge is the only tool that
allows you to grab items from the dumpster.

Is there a built-in option to migrate "Deleted item retention" mail items
when you migrate from EX5.5 to EX2K3?

Not the mail in the Deleted Items folder but the items that are saved for
the time specified when you select "deleted item retention" time?

I know you can use exmerge, "Items from Dumpster"  to extract these items
but can it be done using the MS Exchange migration tool. And if not, is
there a 3rd party utility that will do this?
