I followed MS article 177763 "Troubleshooting Failure to Generate Offline Address Book Problems" and that didn't fix it. I followed some advice from a mate to reset the public folders, ensure there is replication partners for all system public folders and recreated the Global Address lists/Offline address lists. The problems are now gone from the Event Viewer with only one remaining warning which is in regards to incremental files (can be ignored as it's the first time the offline address list has been generated). So now I'm back to square one, the offline address list does not work and I can't find anything to diagnose it.
