The resolution is dependent on where the problem lies. When you see "Outlook is requesting Data" messages, the problem can be in 1 of 3 places. Network, Client, or Exchange server. I suppose that a 4th could be added for DC/GC. There is a very good document out there to help isolate where the problem is. You should go through it then feel free to post the results of your tests. Until you have done that and determined where the problem is, any solutions posted may or may not apply to your environment. Can you detail the exact config of your network? How many Exchange servers, how many DCs, how many GCs, what type of switches, etc. Here's a link to the document on troubleshooting Exchange performance. http://www.microsoft.com/technet/prodtechnol/exchange/2000/support/troup erf.mspx

Does anyone know how to fix this problem or at least how to troubleshoot it? If I check the connection status from within Outlook 2003 when I get the message, I see really slow average response times from the Exchange server. Somewhere in the neighborhood of 150-500 however, when things are working normally the times are less than 40!
