You may want to crank up diagnostic logging on
MSExchangeTransport/Categorizer to max.
Your Server Name/Properties/Diagnostics Logging tab in the ESM.

Subject: Problem with internal mail getting stuck in categorization

Outlook 2003, Windows Server 2003/Exchange 2003. Internal email (both users
local to Exchange) is getting stuck on the "message submitted to
categorizer" step when I track them. It happens every now and then. This
time the message had a blank subject, and file location as the body (c:\etc,
not an attachment). When the message is "resent" from Outlook, it never gets
past the "message submitted to categorizer" step. What are the possible
reasons for messages to get stuck on this step?
