It could be that you have a loop somewhere with group memberships. It happened to me once. Whenever I set permissions, they stayed for a while and then disappeared.
Or it could be that you are approaching the limit of 5,000 users in a group... Other servers are still at sp2 for Exchange. When I try to give someone "send as" permissions on the security tab in ADUC, the permissions stay for a few minutes, then go away. There is nothing in the event log to give any indication why this is happening. I have to give them "send as" this way because our CIO doesn't want this particular mailbox to say "user name, sent of behalf of helpdesk". Any suggestions?
