Use Default - Reviewer in permissions to make user's Calendar public (It should be the default anyway IMO. What use is an organisational calendar if the rest of your organisation can't see whether your in or out! Private appointments should use the private flag)
Use the Author and Editor permissions in calendar for your meeting rooms. Prevent all sending to them on the server and then tell your users to use Resources when constructing meeting requests in Outlook. Use delegates (from Outlook) for PA's and CEO's so that the PA can update the CEOs mailbox and calendar. Grant the necessary permission as befits the relationship. Note that Delegates get Send on Behalf of permissions and this can lead to problems if the delegate sends mails to the internet and the client at the other end is set up to relate to them. If Send on Behalf is not required, give your PA Editor or Author access to the In-box and Calendar and set the top level folder to Folder Visible instead. Use Send As for shared mailbox, presuming that you don't handle this kind of thing through Public Folders. Both Send As and Send on Behalf can lead to problems with Sent and Deleted Items. There is a reg hack for Deleted Items to put the item deleted from a Shared mailbox into the appropriate Deleted Items folder for the mailbox. Sent Items are more problematic. Add the From field in Outlook to your users Sent Items and have them get in the habit of searching their Sent Items by From at the end of each day and drag/dropping the mail into the correct Sent Items folder for the mailbox.
