Free-busy data is stored in a system public folder so if you restore the public store you should successfully restore free-budy data. That is the preferred method. Alternatively, you can recreate your system public folders (the procedure is in the Microsoft Knowledge Base) and it shouldn't take long for all your Outlook clients to rebuild the free-busy folder.
