On the firebox, I assume you have logging enabled.  Do you see anything.  On
watchguard it logs denies by default to the traffic monitor.  You may want
to log for allows to see if the packet actually gets through.  My feelings
are that its not related to the firebox unless you have changed the topology
of the NAT, using a VPN or have a rule configured to block or interfere with
the DNS packets.

Are you allowing 53/tcp and 53/udp?

Port 53 tcp is used for zone transfers and 53 udp is for queries/updates.

What other tests have you done?

No, we're not using the DNS proxy. Before we had a firebox II and just input
the config in the new management applet.
