I've got the same problem with E2K3. Some things I've come across in MSKB:
-Reboot the DC/GCs is the change to/from a GC was recently made. -Make sure the Exchange Enterprise Servers group has "manage auditing ..." right on all the DC/GCs Security Settings. If you find a solution please post back! I've looked at 10,000 attribute settings trying to figure out what makes this DC/GC the only one the E2K3 servers want to talk to.
