It would be money better spent imho to get a static ip.
Is there any specific reason that you don't do that?
My ISP was set up to hold mail if our EX server went down, but I found
that the messages they held would sometimes take 2 weeks to show up.
We missed some important stuff that way. Its better to let it generate
an NDR. That way the sender knows there is a problem, and doesn't assume
their messagew got through.
I would talk directly to your ISP, since you already have an association
with them maybe they can work with you.

I'm looking for an email hosting provider that I can use with our
Exchange Server 5.5.  We will be upgrading to ES 2003 in the next few
months.

The only services I need are for all the mail to be sent/received
through the host's mail server:
        1.  Outbound mail from our Exchange server would be sent to the
host's server for routing
        2.  All inbound mail would come to the host's server, and then
forwarded to our Exchange Server
        3.  If our ES is offline, the host would hold the mail until we
are back online.

The DNS MX and SPF records would point only to the host's server.
We have a broadband connection, with a dynamic IP.  However we use a
dynamic DNS service to maintain our DNS records.

Can anyone suggest a email host that can provide this service?

I tried a google search on email hosting, but only got hosts that
provide full end-user services.  We do NOT need any end-user service.
Just a mail forwarding service.
