Thanks for the link. I finally got it working. It turns out that it was a case of forgetting that one thing. I turned off inheritance at one point, copying the permissions. I then set explicit permissions on the Server store (as per link and other helpful suggestions). The thing was, I forgot to turn inheritance back on, so those permissions did filter down to the mailbox level. It looks to be working now.
