I am trying to find a way to prevent users from installing software
using a group policy. Some users on the network *must* have admin right
to the local machine and a lot of applications that we user require
local admin privileges to run.

1. I do not what to specify what application a user has permission to
run, this changes on a daily or weekly basis depending on what software
they want to "evaluate"

2. The software restriction policies suck. However I did use it to block
some file types. And programs with setup or install in their names.
However that can easily be bypassed.

Does anyone know of a fool proof way to do this, or am I out of luck?
