I suspect you may have a Deny in there because you are a Domain Admin.  Take
a look.

So, I created a new Universal Distribution group in AD, made myself the
manager of it, and I'm also a Domain Admin so I get full permissions on the
group.

I go into Outlook 2003, after a while I see the new group in the address
book, but I cannot add members to it. 

Is this an Outlook thing? Do normal users who used to manage their groups in
Outlook need to go into AD U&C  to manage groups now (ugh!)?
