When I say multiple levels, I don't mean running multiple AVAPI scanners
on the same mail store...think of it from a tiers perspective:

Internet Gateways (AV vendor 1) --> Exchange servers (AV Vendor 2) -->
Desktop\server file based scanners (AV vendor 1 or 3)
