Well I am not sure if it is a policy or what.  I am looking into it more
now.  I did ask about it a year ago, because I find it nice to see what
people are doing because some times people just schedule the whole day
busy as to not get appointments.  Well I know we can make them private
so there shouldn't be a problem with letting people look at the
calendar.

If you have an event scheduled and the free/busy time is set to OOO, I
think it's pretty clear you will be OOO regardless of the reason. Your
company has a policy which prohibits giving people reviewer permissions
to your calendar?
