No  message comes back to the account that sent the message,,  However I did
notice the Routing Engine is stopped , and it wont let me start it, even
after reboot,

Also  observed that , when I connect using a pop/smtp acct ( here at home)
it will NOT let me send mail Outside our Domain,  I get the "relaying
denied"  error, and I DO have authentication enabled on this client.

I just installed  E2k3 SP1  , in hopes of resolving this, but to no avail,
So my question is if I do a re-install will my IIS/OWA configuration get
reset as well?

I think at this point a re-install seems*  like a pretty good path to take
