There is a trade-off. A little study I did some time ago showed that a 30-day deleted item recovery roughly doubled the size of the store, 60-day tripled it and 90-day quadrupled it.

Two of which are Deleted Item Retention rules. Minimum 30 day retention IMO. Proper mailbox size management is crucial. If you cant have that, then you need to plan ahead for how you will recover them. Or not. If both of those had been in place, then this issue would have been quickly solved.
