I haven't tracked it down in specific detail, but this began appearing for me fairly regularly when I installed Exchange 2003 sp1 for several clients. At one, it was real - there was a bug in a script. At the others - it doesn't seem to be a "real" error.
While I hesitate to tell you to ignore an event log error, evaluate the impact to your organization and if it doesn't "hurt" - then ignore it.
