I did turn up logging on this service and I don't see any errors in the
event log just  Address list Synch, calls and completed calls to group
policy,  and LDAP operations.  I still have the messages sent from the
ex2003 server showing in the Queue below that server in System manager. Now
go to a " messages with an unreachable destination" queue.

You can turn up logging on the MSExchangeAL service and maybe you'll get
some clues as to what's happening.  The one thing I can tell you that will
stop the RUS from working is that if you have a third-party connector, like
a fax connector, installed somewhere in your Exchange organization and its
addressing DLL isn't installed on the RUS server.  That doesn't sound like
your case, however.

No they are in the same domain as both the original and the new Exchange
server.  They are simply the test accounts I created in ex2000 and moved to
the ex2003 server to verify that all was well.  I can send to the accounts
on the ex2003 server but cannot from them to the ex2000 server.

I have a Queued status under the new server with the ex2000servername.domain
with messages queued that do not deliver.

I can't say that because it's supposed to be running automatically.  Are
these accounts in a different domain from the one in which Exchange was
first set up?  If that's the case, you'll need to add a RUS for that domain.

Does this mean doing a Rebuild of the RUS (Enterprise Config) and RUS
(Domain name) will fix my issue?

The Recipient Update Service has to run to stamp the mailbox with the
Exchange attributes.

Allow me to add a bit more info.

Yes both servers are in the same Domain
I ran Forest and Domain prep pre installation succesfully.

But I just found a flaw.

If I add a new user in ADUC and create a mailbox for them on the Ex2000
server they appear as normal. (this is what I did for both my first test
users)

If I add a new user in ADUC and create a mailbox for them on the ex2003
server they do not have any email addresses under that tab, even though the
Automatically update addresses based on recepient policy check mark is
checked.  And the reciepient policy should affect all servers in the
organization?
