I would suggest either a free or low-cost package. Something like mailman, or one of the other many out there. We put together a custom solution that merges and sends mail from a SQL Server table. The bounces go to a monitored mailbox. It works quite well for us. We also run a lyris list, where we need the sub/unsub and moderation features.
The problem with l-soft and Lyris is that they cost XXX per user. But you're not even touching the functionality that you're paying for.
