ExMerge (2003 sp1) is going to be your fastest option as far as I know. I don't really know if anything else that can do it faster. If I remember correctly ExMerge 2003 sp1 is multi-threaded, which should allow it to do more then 1 mailbox at a time.
What is the reasoning about not using ExMerge out of curiosity?
