Here is the kicker...it is only happening on some meeting requests not
all meeting requests.  I am still tracking down all the details but I do
know that I can send a meeting request to 2 of the effected users and
both the admin and the user receive it.  However, certain users cannot
send (repeatable) to the same Exec/Admin combo.

I will try that KB article anyway,

While the above article does not answer your question directly it shows
where the setting is to turn off automatically process meeting requests.
Turn it off on both User B and the delegates.
