If you listserv is putting the names of 915 recipients in the To: line of a message you need a new listserv. If an organization put my e-mail address in the to line of a message along with a score of others, I'd be terribly unhappy. Exchange doesn't modify the To: line of a message. It doesn't even route based on the To: line of a message, it routes based on the envelope recipients, which may or may not correlate.
