Your exchange server is blocking 66.108.213.90. Hard to say which is
doing it, Symantech or Exchange without the bounce message from when she
sends.

So unless your VP is running an email server from home you need to check
further. Look at the return message he is getting. I would assume she is
sending via Road Runners mail servers and that is what you are blocking.
Then remove whatever blocklist it is in, or whitelist the server.
