I really don't know the configuration of the remote office... I suspect he's not plugged into anything I have access to... If I'm correct, he's plugged into a switch-router to which I do not have the password. :-) I can have him try the netstat -s and see what it says...

You can be a bajillion packet retries (when the packets have payloads) and still see ICMP messages go through without a hitch. Messed up MTU values can cause problems on the client and the switch the client is connected to. Is the user plugged into a managed switch that any sort of diagnostic capability? You could also try setting the user and the switch port to 10 Meg Half-duplex and see if that cleans up your packet statistics.
