Which line in those references allows you to STOP the warning question
when a program is using the OOM to send an email when accessing the
address book?

Both Chris and myself interpretted your question to be about the dialog
box that pops up when another program is sending an email.

You're talking about synchronization with some 3rd party product...
possibly a masturbation device... small sweaty palms.

There's no Exchange setting which controls the prompt. It is part of the
Outlook Object Model.
