Starting with Exchange 2000, Domain Admins (and Enterprise Admins) got a
deny on Receive As and Send As permissions at the org level, making them
incapable of reading other people's mailboxes.

I have added a new Exchange 2003 server to my domain and moved a few select
mailboxes to the new server.  The majority of the users are still on the E2K
server at this time.  Everything is working peachy excepting that I can no
longer (File-Open-other users folder) for the mailboxes I have moved to the
Exchange2003 server.

When I take a look under Exchange Advanced tab in Active Directory Users and
Computers, Mailbox Rights I noticed that the Domain Administrator group now
has inherited "deny" to Full mailbox access for any mailbox that I have
moved to the new server.

Any ideas as to where this is inherited from?  I am guessing it is a
security feature of exchange 2003 but I have need to turn this off
selectively and the admin staff here uses the File-Open regularly.
