Starting with Exchange 2000, Domain Admins (and Enterprise Admins) got a deny on Receive As and Send As permissions at the org level, making them incapable of reading other people's mailboxes.

Any ideas as to where this is inherited from? I am guessing it is a security feature of exchange 2003 but I have need to turn this off selectively and the admin staff here uses the File-Open regularly. Robert S.
