You can import this to public folders. You'll import a Obj-Class of "PF" and enter the address in the Secondary-Proxy-Addresses field. In Exchange Administrator select the folder into which you want to do the import, then select Tools > Directory Import. Or click the "Container" button in the Direcotry Import dialog to change the location.
