Have you restarted the Exchange services on the servers housing your mailboxes since setting up IMF? IMF was doing this sort of thing to me as well until I restarted the services (rebooted) my backend servers.

It can be confusing as they will both put messages in the same folder and Outlook is a little more strict about it. It should read "SCL rating greater than 8" and not have the "equal to". This is listed somewhere in the documentation on the web site. So your setting will only move messages with a rating of 9. If you want to move messages with a SCL of 8 you will have to change the setting to 7.
