I've used this in the past for incoming/outgoing traffic where it was
hard to use a content filter to block inappropriate traffic.
So....(using mimesweeper) every email that exceeded a certain limit (say
500kb) a copy was put in a public folder for management to regularly
audit and act appropriately. In this case the company polices were in
place (and well known by all). Appropriate feedback given to staff who's
sending of particular content was considered inappropriate and nothing
had to be escalated past "a quite word ". In a few cases where the
content received from outside was too graphic for words, the email was
forwarded back to the CEO of the senders company with a "We have run an
email audit of email in our place and thought you would like to know
what your staff are emailing... " boy that resulted in a few calls to us
apologising profusely.

The "prime time news" principle really took hold.

So using a CR/Contact, is it a blackhole as well or will NDRs result?
Another way I have done it is a blackhole public folder (with limited
access) and have ,say, 31 day aging on the folder to get arround wasted
space. As you infer it depends on whether you want an NDR or to see what
was wanting to be sent....
