This is the problem with upgrades. Frankly, it could be anything.
I would try setting up the user a profile on another PC. If it works
correctly, you know it's the computer itself. At which point you could
rebuild it from scratch.

On one upgraded pc from Windows 2000 to XP and Outlook 98 to Outlook 2003,
email attachments are very slow to open up on a very fast computer. Outlook
opens up quickly, and if you connect to the mailbox through Outlook Web
Access, attachments open quickly. Have completely re-installed Outlook,
created new profile, and checked for spyware.
Nothing helps.
