You'd need to enable archiving/journaling. There's no way to prevent users from permanently deleting items (well, you can try using GPOs (well, maybe not in NT 4) to remove the option to purge deleted items, but that only stops people who are not sufficiently devious). By archiving you reduce the number of people who could then purge to those who have access to the archive, and that's a much smaller subset to shoot.
