Are the mailboxes on the same exact server or is there another Exchange server that holds the maiboxes?

Or is it outbound emails? Exchange 2003, Server standard 2003. It does the same thing with or without Exchange sp1. I can telnet to the server by hand and it responds on port 25. From the logs (that I can understand) the server responds fine and the mail connects but then it just sits there and doesn't actually accept the mail. I have rebuilt the server twice, uninstalled and reinstalled exchange 4 or 5 times. I am not running anything special. Only 1 server in the organization, it is an out of the box install.
