I would suggest doing a network trace with Network Monitor or with Etheral
and capture the frames that come to and leave the server to see what SMTP
commands are being issued.

With Ethereal you can select a frame and do a "follow data stream" - you
will see the whole conversation.

You can download Ethereal for free, just search Google.

So if you try to send a message from Telnet and end it with a single dot on
the line by itself and then a Quit, you see the response that the session
has been ended, do you also see the corresponding session disappear from the
SMTP Virtual Server current sessions view? Or does the session keep on

As far as I can tell I don't get any errors.  The messages don't seem to
show in any queue.  A telnet session actually doesn't complete.  It is
sitting at "250 mail queued for delivery"  I see a current smtp session and
it is just ticking away.

I have cleared the logs and smtp logging is turned on full.  To be honest I
don't really know how to read the logs other than 250 is good anything else
is not.

Okay, so inbound mail gets dropped into the queue but not delivered.  

1) What errors are you seeing in the App log?  If none, crank up the
diagnostic logging for SMTP Delivery, DNS resolution, until you do.

2) Which queue are the emails sitting in (ie Local Delivery, Messages
Pending Submission, etc.)

It is inbound email.  At this point I only have 1 email address and 1
recipient.  I did run the clean up agent but not sure if it did anything at
all.

So is the issue inbound emails are not being delivered to the recipients? Or
is it outbound emails? 

If it is inbound, you may want to run the mailbox cleanup to make sure that
the mailboxes are all associated correctly.

Yes Sorry.  Exchange 2003, Server standard 2003.  It does the same thing
with or without Exchange sp1.

I can telnet to the server by hand and it responds on port 25.  From the
logs (that I can understand) the server responds fine and the mail connects
but then it just sits there and doesn't actually accept the mail.

I have rebuilt the server twice, uninstalled and reinstalled exchange 4 or 5
times.  I am not running anything special.  Only 1 server in the
organization, it is an out of the box install.  All defaults.
