You should be able to restore an information store to another Exchange server that's up and running as long as that other Exchange server has the same Org and Site names as the production server (btw is this Exchange 5.5 or 200x?)
If the backup program is dumber than most, you may have to match up the drive letters of the database and transaction log file locations.
